The new Strategy for Research and Innovation in Health 2020-2023 will prioritize network research, attracting resources and talent, and public-private collaboration. These are "fundamental strategic elements" of the initiative that will guide and order the development and generation of biomedical and health knowledge within the Andalusian public health system, and that the Secretary General for Research, Development and Innovation in Health, Isaac Tunisia, has underlined during the opening ceremony of the Presentation Day that took place at the Maimónides Institute for Biomedical Research of Córdoba (IMIBIC), and was followed via streaming by more than 400 attendees. The inaugural table also included the managing director of the Reina Sofía University Hospital in Córdoba, Valle García, and the scientific director of IMIBIC, Pablo Pérez.
During his speech, Tunisia pointed out that this initiative, which was presented to the Governing Council of the Junta de Andalucía last July, has and will have the capacity to "offer medium-term responses but also to the current challenges that arise in the health field, as is the case with Covid-19.” Along with this, it has emphasized that this R&I strategy is part of Horizon Europe 2027 and that, in this context, it is designed to "ensure that the research and innovation that is generated and developed in the Andalusian autonomous community reaches and become an indisputable benchmark and of high value at a national, European and international level”.
The general secretary of R+D+i also wanted to publicly thank all the professionals and experts who have participated in the preparation of the strategy "for their work and commitment", which has made it possible to have this new initiative which "will undoubtedly favor the development of high-level projects, the capture of resources and the competitiveness of researchers and R&I in Health in Andalusia”.
After the opening ceremony, the coordinator of the Health R&I Strategy, Javier Padillo, made a detailed presentation of the initiative, its guidelines and planned actions, as well as its monitoring and evaluation.
5 master lines, 3 strategic axes and 35 actions
The Strategy is structured around 5 main lines, such as consolidating the value of R&I in health by and for society, through the development of knowledge of excellence; position Andalusian Research and Innovation at a national and international level; stimulate and facilitate public-private collaboration; promote the recruitment of talent; and promote R&I in genomics, advanced therapies and rare diseases together with the development of mobile medicine, big data and artificial intelligence with the aim of advancing personalized medicine.
In turn, these master lines are developed through 3 strategic axes, which are specified in the promotion of R & i in the Andalusian Public Health System, in attracting resources and in the development of human capital for the generation of transnational biomedical knowledge, and that are translated into different plans, programs and objectives that will be developed through 35 specific actions.
Regarding the promotion of R&I, it should be noted that it is proposed to improve the current system, focusing on emerging groups and researchers, internationalization as well as research based on big data. In this sense, the use and application of information and communication technologies in research will be improved, as well as the coordination of existing information systems.
With regard to attracting resources, the strategy will make a determined commitment to network and cooperative research, especially between centers, levels of care and thematic areas, in order to participate in the major European calls. Likewise, calls and actions that involve public-private collaboration will be promoted, in coherence with the new policies of the Government of Andalusia.
Finally, in the field of the third strategic axis, actions aimed at promoting the development of human capital will be articulated, through the career of biomedical research, both basic and clinical.
It should be noted that all the plans, programs and actions of the strategy have been proposed for the different areas of R & i of the Andalusian Public Health System, so that it includes both the health research institutes and the thematic centers, as well as the Hospital and Primary Care health centers.
